Russia’s decision to put Iskander missiles in Kaliningrad confirms that threats have not gone away

That's stupid.

Russia can bring Iskanders into Kaliningrad Oblast whenever it wish. The action itself has no significance and doesn't make the country "more threatening" than having ICBM in Komi.
